W.Va. session ending with PROMISE, other bills

CHARLESTON, W.Va.
A tax increase to fund jobless benefits is one of the main pieces of legislation being completed at the Legislature on its last night.



The House and Senate both passed a bill Saturday increasing the rate that employers pay into the unemployment compensation fund, which has been depleted by rising unemployment.

Businesses pay a tax on the first $8,000 paid to each worker. The bill would extend that base to the first $12,000, lower it $9,000 once the trust fund balance stays above $220 million, and then keep it indexed to wage level changes. The balance fell to $170 million last month.

Republicans in the House called the measure a major tax increase, though, and voted against it. But Democratic support was enough to pass both chambers.

Governor Manchin says the passage of the bill is an important step in maintaining fiscal responsibility in West Virginia.

The Legislature's major project, the budget, is being postponed until May 26. The session will adjourn at midnight.
