WVa House panel revamps calendar reform bill

CHARLESTON, W.Va.
A House of Delegates committee has decided that West Virginia students should be measured by the actual number of minutes they spend learning, rather than by days alone.



The House Education Committee on Wednesday revamped a bill sought by Gov. Joe Manchin that would have allowed school to start before Aug. 26 and continue after June 8 to make up canceled days.

The new version retains the start and end dates, but allows schools to count minutes or hours after the end of the standard instruction day toward the 180-day mark.

It also allows them to schedule makeup days on days currently set aside for non-instructional purposes.

The changes, which are backed by state teachers unions, now go to the full House for a vote.
