    THIS WEEK STARTS WITH A MAJOR PUSH ON THE WHITE HOUSE'S PROPOSAL, AS THE FULL CONGRESS RETURNS TO WASHINGTON FROM A MONTH-LONG RECESS.

    SECRETARY OF STATE JOHN KERRY WILL ALSO BE HEADING BACK TO LEAD AN INTELLIGENCE BRIEFING IN THE HOUSE -- ONCE AGAIN MAKING THE CASE FOR MILITARY INTERVENTION IN SYRIA.

    OVER THE WEEKEND, KERRY MET WITH MEMBERS OF THE ARAB LEAGUE...

    "We are not seeking to become engaged in or party to or take over Syria's civil war."

    AS THE OBAMA ADMINISTRATION CONDUCTS ITS FULL-COURT PRESS ON WORLD LEADERS AND ON LAWMAKERS IN WASHINGTON, THE PRESIDENT WILL APPEAL TO THE NATION IN A SPEECH, TUESDAY NIGHT; HE'S PREVIEWING THAT IN A SERIES OF INTERVIEWS TODAY.

    LAST WEEK, A SENATE COMMITTEE PASSED A RE-WRITTEN VERSION OF THE PRESIDENT'S PROPOSAL. DEBATE ON THAT STARTS ON TUESDAY.

    POLICE SAY THIS TIME, 55 YEAR OLD RICHARD BRANNON WAS ARRESTED FOR MALICIOUS WOUNDING AFTER HE BEAT A 75 YEAR OLD MAN SUNDAY EVENING.

    YOU'RE LOOKING AT A PHOTO OF BRANNON, THE SUSPECT ARRESTED.

    THEY SAY A FIGHT BROKE OUT BETWEEN HIM AND ANOTHER MAN AROUND THE WALNUT AND RED OAK STREET AREA OF CHARLESTON.

    THE 75 YEAR OLD VICTIM WAS TAKEN TO THE HOSPITAL. BRANNON WAS STABBED BUT HIS INJURIES WEREN'T CONSIDERED LIFE THREATENING.

    POLICE TELL US HE HAS A LONG HIS STORY OF VIOLENCE INCLUDING A MALICIOUS WOUNDING INDICTMENT BACK IN 2010. HE WAS ALSO ARRESTED IN MAY OF THAT YEAR FOR DOMESTIC BATTERY AFTER A FIGHT WITH HIS GIRLFRIEND.

    A GRAND JURY HAS INDICTED A MONONGALIA COUNTY TEENAGER SUSPECTED OF PLOTTING THE MURDER OF HER BEST FRIEND.

    SHELIA EDDY IS CHARGED WITH FIRST DEGREE MURDER, KIDNAPPING AND CONSPIRACY.

    EDDY AND 16-YEAR-OLD RACHEL SHOAF ARE ACCUSED OF LURING SKYLAR NEESE OUT OF HER STAR CITY HOME LAST SUMMER, DRIVING HER INTO THE PENNSYLVANIA WOODS AND STABBING HER TO DEATH.

    SHOAF HAS ALREADY PLEADED GUILTY TO SECOND-DEGREE MURDER AND IS AWAITING SENTENCING.

    THE LOBBYING ON SYRIA KICKS INTO EVEN HIGHER GEAR TODAY AS CONGRESS RETURNS FROM A 5-WEEK VACATION. PRESIDENT OBAMA WILL SPEAK TO SIX T-V NETWORK ANCHORS TONIGHT ... AND DIRECTLY TO THE NATION TOMORROW NIGHT.

    BUT SYRIAN PRESIDENT ASSAD IS FORCEFULLY TRYING TO MAKE HIS CASE AS WELL. ABC'S TAHMAN BRADLEY IS IN WASHINGTON WITH MORE ON THIS HIGH STAKES DRAMA.

    President Obama is making an all-out push to persuade Congress to authorize a military strike against Syria. But it's a hard sell. Even senior administration officials admit the President faces an uphill climb with Congress. SOT Sen. Ted Cruz, (R) Texas (This Week) "THEY HAVE NO VIABLE PLAN FOR SUCCESS." Last night, President Obama surprised about a dozen Republican senators who were being lobbied over dinner by the Vice President. The administration is using this gruesome video of what it says is the aftermath of an August 21 chemical weapons attack to sell a limited retaliatory strike.     POLICE SAY 55 YEAR OLD RICHARD BRANNON WAS ARRESTED FOR MALICIOUS WOUNDING AFTER HE BEAT A 75 YEAR OLD MAN SUNDAY EVENING.

    THE MAN WAS TAKEN TO C-A-M-C GENERAL.

    THAT DRAFT WILL BE DISPLAYED DURING AN OPEN HOUSE FROM 5 TO 6:30 THIS EVENING ... IN ROOM "B-E-5" OF THE MEMORIAL STUDENT CENTER ON THE HUNTINGTON CAMPUS.

    THE TEN-YEAR PLAN IS A FRAMEWORK FOR BOTH LONG AND SHORT TERM CAMPUS GOALS. IT INCLUDES BUILDINGS, ROADS, AND WALKWAYS THAT MAY NEED TO BE ADDED OR IMPROVED.

    IT ALSO COVERS RESEARCH AND LEARNING GOALS FOR STUDENTS AND STAFF.

    AFTER THE PRESENTATION--THE PLANS WILL GO TO THE BOARD OF GOVERNORS NEXT MONTH ... THEN ONTO THE WEST VIRGINIA HIGHER EDUCATION POLICY COMMISSION FOR FINAL APPROVAL.

    NEW VIDEO THIS MORNING... A THAI AIRWAYS INTERNATIONAL FLIGHTS FROM CHINA SKIDDED OFF THE RUNWAY OVERNIGHT...

    ACCORDING TO THE AIRLINE... THE NOSE GEAR OF THE AIRBUS 330-300 COLLAPSED WHEN IT TOUCHED THE RUNWAY DURING THE LANDING.

    THE PLANE SKIDDED OFF THE RUNWAY, AND PASSENGERS WERE EVACUATED USING SLIDES.

    THE INJURED WERE MOSTLY CHINESE PASSENGERS.

    THERE WERE 287 PASSENGERS AND 14 CREW MEMBERS ABOARD THE FLIGHT
