A former Floyd County mayor, along with her daughter and two city employees are facing charges of defrauding Social Security.
Ruth Tomasine Robinson, 69, was the former mayor of Martin, Ky. Rita Christine Whicker, 42, who is Robinson's daughter, along with Ginger Michelle Halbert, 42, and Ethel Lee Clouse, 68, were all charged in the federal indictment filed on Wednesday, said Kerry B. Harvey, U.S. attorney Eastern District of Kentucky. Robinson was the former director of the Martin Community Center. Halbert was a volunteer city employee, and Clouse was a bookkeeper for the city.
All four of women were charged with conspiracy to defraud the Social Security Administration, theft of SSA disability benefits and aggravated identity theft. Halbert, Whicker and Robinson also were charged with misappropriating money from a federal program. Halbert also was charged with knowingly failing to report her employment and earnings to the SSA.
The indictment states that from 2006 until January 2013, Halbert was secretly being paid with federal funds that were meant for the Martin Community Center and the Martin Housing Authority. Halbert was supposed to be working on a volunteer basis. The indictment said checks were made payable to Halbert's son to cover up the scheme.
The U.S. District Court has not yet set court dates for the four women.
