A Charleston woman is taking matters into her own hands to help cut the stray cat population.
City Council members still have not come up with a plan to fix the problem.
Earlier this month, they proposed an ordinance that would limit the number of cats a person can own and even suggested a leash law.
But a woman living in South Hills and many others are taking on the responsibility, by trapping, neutering and releasing cats on their own dime.
Debbie Cobb has been trapping felines for about two years.
The task isn't cheap. It costs $75 to neuter a male cat and about $120 to spay a female.
Cobb and Valley West have made arrangements, allowing her to pay the cost over an extended time.
She said her efforts are working but more needs to be done.
Cobb wants more people to get involved to possibly start a program.
The Charleston Ordinance and Rules Committee decided to table the issue for now and work on a better draft proposal.
