CHILD NEGLECT ARRESTS Gilmer County Parents Arrested; Four Children Removed From Home

A Gilmer County couple has been arrested and their four children have been taken away, after Child Protective Services said they discovered deplorable conditions inside their home.
Lucas Wayne Buckhannon, 29 and Jamie Lynn Farrar, 30, both of Troy have been charged with child neglect with risk of serious injury.
Child Protective Services workers found the house covered in dog feces and urine. Fourteen dogs reportedly live in that home.
The children were found suffering from scratches and scarring from the animals, and malnourished, according to the criminal complaint. A witness reported that she observed the children being knocked down by one of the dogs. She also stated that the dog was "attempting to have sexual intercourse with the children, which caused some of the scratching." The witness said no efforts were made on behalf of the parents to prevent this from occurring.
Police also were told by the witness that the children were left in dirty diapers for up to six hours at a time.
Buckhannon and Farrar were being held in the Central Regional Jail with a $200,000 bond each.
