Amid calls for a new West Virginia appeals court, House leaders including Speaker Rick Thompson want to examine the current system's effectiveness.
The Wayne County Democrat and 15 other delegates proposed a yearlong study Wednesday. It would evaluate the Supreme Court's revised rules for handling appeals.
The court revamped its rules to answer critics who've argued that civil cases aren't guaranteed full reviews in West Virginia.
Three GOP delegates helped sponsor the study proposal. But the House's large Republican minority still plans to propose the creation of an intermediate appeals court this session. Backers of a new court believe the revised rules don't go far enough.
The study proposal's supporters include the West Virginia Chamber of Commerce. Chamber President Steve Roberts joined Thompson on Wednesday to urge its approval.
