Deputies Say St. Albans Man Charged In Shooting Of Horses Turns Himself In

A man sought in connection with the shooting of two Tennessee Walker horses in Tornado has turned himself in, the Kanawha County Sheriff's Office said.

Delmar Lacy turned himself in Thursday, the sheriff's office said. He is charged with felony malicious killing of an animal and could face additional charges.

The criminal complaint states Lacy fired rounds from a Bushmaster AR-15 rifle outside a house in St. Albans and hit two horses in the process. One horse was killed and the other pregnant horse is still recovering.

His bond was set at $5,000. He posted bond and has been released as of Thursday afternoon.





Kanawha County sheriff's deputies have issued an arrest warrant for a man they say shot two horses in Tornado.

Delmar Lacy is being charged with two counts of felony malicious harming of an animal.

Deputies say, as of Wednesday night, they have not been able to locate Lacy.

Lacy was cited for firing shots near a home early Sunday morning. Deputies later discovered two horses had been shot. One horse was killed and a pregnant mare was shot in the neck but survived.

Gary Medley is taking care of a pregnant horse which was shot through the neck. Medley says the animal is lucky and it should make a full recovery.

"She's lucky. She's very lucky," Medley of Honeysuckle Farms said. "From when I was over there, there was close to 20 shots that were fired. And you could see them on the fence line. They had a tin fence and you could see all the holes and stuff in the fence."

However, another horse in the same enclosure wasn't as fortunate. Medley says it was shot twice in the stomach and died.

Early Sunday morning, a Kanawha County deputy and St. Albans officers were called to a home in Tornado just a few miles away from Medley's barn. There were reports of shot being fired.

"They found the gentleman that admitted to shooting the firearm and cited him for firing a gun within 500 feet of a dwelling," Corporal B.D. Humphreys with the Kanawha County Sheriff's Office said. "They found 31 casings from what is likely and AR-15 type rifle."

Humphreys says 39-year old Delmar Dean Lacy, II was issued a ticket for firing a weapon too close to a home. But that was before the discovery of the dead and wounded animals. More charges could be on the way.

"The investigation into whether or not that was purposeful, whether or not the two incidents are related is critical," Humphreys said.

Medley was asked to care for the injured animal and says with the proper treatment it should be all right and give birth in the next couple of months.

"They asked me what my thoughts were on it and I thought well, it's mostly muscle," Medley said. "Keep it on antibiotics, it's got to heal inside, keep it clean and she should be okay."
