West Virginia's school calendar and teacher hiring are among the topics in Gov. Earl Ray Tomblin's proposed public education overhaul.
The governor's 179-page bill debuted Monday in both the House and Senate. The Senate Education Committee will begin its review Tuesday.
His legislation would require pre-kindergarten statewide and a greater focus on college and career readiness.
Teachers and faculty senates would weigh in on hiring as part of the bill's revamping of that process.
The bill offers loan assistance to teachers serving critical need areas. It allows the nonprofit Teach for America program to recruit for West Virginia's classrooms.
The state chamber of commerce is calling Tomblin's bill a huge leap toward student-centered learning. But groups representing teachers consider it largely an attack on educators and school service workers.
