West Virginia Attorney General Patrick Morrisey promised a revenue neutral budget in a presentation to the Senate Finance Committee.
Much of the cost savings in the budget Morrisey outlined Wednesday would come from reduced use of outside counsel for the state's legal affairs.
Morrisey did request $1.8 million in supplemental money for the replacement of an outdated phone system, an upgrade to the office's email system and the hiring of seven new employees.
Morrisey said that his office's civil rights division is a concern because it must enforce violations of the state's housing and employment non-discrimination policies, but it is unable to recoup fees. Morrisey called the division's costs unsustainable and asked the legislature to either allow it to recoup fees or to make additional appropriations.
