A West Virginia legislator who lost in the November election is returning to the House of Delegates.
Gov. Earl Ray Tomblin appointed Ron Fragale to a seat representing Harrison County.
Fragale succeeds Sen. Sam Cann, who left the House last month when Tomblin chose him to replace legislator-turned-Senate Clerk Joe Minard.
Fragale was a multi-term Democrat and the speaker pro tempore in the House when he lost to freshman GOP Delegate Danny Hamrick last year.
