"I, Earl Ray Tomblin, do solemnly swear . . . "

With his left hand on a family Bible, Earl Ray Tomblin took the oath of office Monday afternoon from West Virginia Supreme Court Chief Justice Brent Benjamin.

In November, Tomblin captured re-election by defeating Republican Bill Maloney. With a full four-year term in front of him, Tomblin's inaugural address focused on both past achievements and future plans.

"We celebrate as united West Virginians today, not as political parties divided, but as one, with common dreams and purposes," Tomblin said. "I'm honored you have given me the tremendous opportunity to serve as your governor for another four years."

Tomblin said with the state's fiscal house in order, West Virginia has an opportunity to make strong gains over the next few years. But he said a still sluggish economy represents a potential roadblock to any progress.

"We made real changes and we have made them by working together, by reaching out across the street, across the state and across party lines," Tomblin said. "We've put our families and our communities first. And, I can promise you one thing, we will continue putting them first for the next four years."

As a 19-gun salute sounded off, Tomblin now has a month to put the finishing touches on his budget proposal and state-of-the-state address. He will deliver both to a joint session of the Legislature on Feb. 13.

Gov. Earl Ray Tomblin has touted accomplishments made under his administration and vowed to continue seeking improvements over a full four-year term.

Tomblin gave an 18-minute speech Monday after taking his public oath of office at a ceremony on the south plaza of the state Capitol, overlooking the Kanawha River.

Tomblin mentioned the state's balanced budget and rainy day fund. He touted tax cuts, including the state's food tax that is being eliminated next July. And he said the state is less than four years from paying off its workers compensation debt, which he called "an albatross around our economic neck."

Tomblin vowed to protect West Virginia coal and drew applause when he vowed to fight to get the federal government "off our backs and out of our way."

Earl Ray Tomblin has been sworn in to a full four-year term as West Virginia's governor.

The 60-year-old Democrat took the oath of office Monday at a ceremony on the south plaza of the state Capitol, overlooking the Kanawha River. Tomblin's wife of 32 years, Joanne, and their son Brent, held the Bible.

A public reception was set to follow the inauguration at the nearby Culture Center, with an inauguration ball scheduled for Monday night at the Clay Center for the Arts & Sciences.

Tomblin served as acting governor starting in November 2010 when predecessor Joe Manchin resigned to claim a seat in the U.S. Senate.

In 2011, Tomblin won an election to serve out the remainder of Manchin's term as governor and defeated Morgantown businessman Bill Maloney.

For the third time in as many years, Gov. Earl Ray Tomblin will take an oath to serve as West Virginia's chief executive. But he said Monday's ceremony on the Capitol steps will be different in one key way: This time, he won't have to worry about campaigning.

He said Friday that he can enjoy the party because he knows the job is his for a full four years.

Tomblin was first sworn in as acting governor in November 2010 after Joe Manchin resigned to claim a seat in the U.S. Senate.

Almost immediately, he began campaigning for the special election ordered by the courts. He narrowly won that 2011 fight and took the oath a second time for a one-year term.

But last November's decisive victory over Republican challenger Bill Maloney sealed a four-year deal.
