Police Say Four People Charged After Meth Lab Discovery

Four people were arrested after police said they found a meth lab in a home with two children and and an adult with a mental disability.

Jennifer Setliff, 23, William Setliff, 21, Ambrose Chapman, 37, and Billey Forth, 31, all from Milton, were arrested on Thursday. Milton police responded to a home in the 1400 block of Washington Avenue about 5:30 p.m. Thursday after complaints of an odor coming from the house, according to criminal complaints filed in Cabell County Magistrate Court.

After a search of the home, police said they found meth-making materials inside. Police said two young children would sleep in a room adjacent to where the meth materials were found. An adult with a mental disability who was supervised by Forth was also inside the home, police said.

Jennifer and William Setliff were charged with two counts of exposure of children to meth and operating a drug lab. Chapman was charged with operating a meth lab. Forth was charged with operating a meth lab and abuse or neglect of an incapacitated adult.
