A man wanted for murder has turned himself in to Charleston Police.
Richard Bernard Hilliard, also known as "Nard," was wanted for the first degree murder of David Booker. Booker was found shot to death on Milton Street on October 11th.
He was featured on the Fugitive Files.
Hilliard told a magistrate he was homeless and listed his address as Covenant House.
Hilliard was arraigned in Kanawha County Magistrate Court Tuesday morning. He is currently in the South Central Regional Jail.
