The Portsmouth Police Department found $20,000 worth of black tar heroin during a traffic stop on Monday. The seizure is considered the largest in Scioto County history.
Members of the Southern Ohio Drug Task Force were investigating illegal drug trafficking of black tar heroin from Columbus to areas of Scioto County and Portsmouth, Ohio, according to a news release from the Portsmouth Police Department.
During the investigation, detectives stopped a Cadillac in the Clay Township of Portsmouth. Police said they found 153.4 grams of black tar heroin on the two occupants. Police arrested Arthur Adkins, 41, of Columbus and Jess Flemings, 22, of Vinton.
Detectives believed the heroin was headed to a house at 1706 Valley St. in Portsmouth. While serving a search warrant at the house, police said they found oxycodone pills, a small amount of heroin, $2,260 in cash and a loaded handgun. Police arrested Paul D. Elrod, 58, and Dorothy P. Stone, 30, who lived at the residence.
Adkins and Flemings are charged with trafficking in heroin and possession of heroin. Elrod and Stone are charged with possession of heroin and possession of oxycodone. All are being held at the Scioto County Jail.
The Drug Task Force consists of narcotics detectives from the Portsmouth Police Department, the Scioto County Sheriff’s Office and agents of the FBI.
