Change is in the air in Lincoln County and for folks who live there, they say it's about time.

"I thought he'd (Sheriff Jerry Bowman) do it long before now, but he didn't do it. It had everybody worried about what was going to happen, but it's going to happen now," David Pauley of Lincoln County says.

Sheriff Jerry Bowman waited until the final hour to step down. He had to resign his post by Wednesday, terms of a federal plea deal where he rigged the vote in the 2010 Democratic primary. Bowman admitted to falsifying more than 100 absentee ballots, and even filling out those ballots for some people. With little time to spare, he issued his resignation, effective at midnight Tuesday.

"We all knew it was supposed to happen soon and in order for us to move forward and keep government flowing I think it's important that we got it today and acted on it so that we're able to have a sheriff in place, in the morning," Lincoln County Commission President Charles McCann says.

As soon as commissioners formally accepted the resignation, they brought in the new sheriff to take the oath of office. Pastor and long time school board employee David Vickers has been chosen for the job. He doesn't have any law enforcement experience but says he sees himself as more of an administrator and is ready to get to work.

"I want to try and work with everybody, hoping that we can all trust one another, and in return help our county to trust," Vickers says. "I think we've lost trust."

Vickers says one of his first priorities will be filling deputy vacancies and a top priority is tackling the drug problem.

Bowman will plead guilty to the vote rigging charges Wednesday along with former County Clerk Donald Whitten. Whitten has already resigned. He was replaced by Myrl Gue.
