A debate wrapped up between Huntington mayor Kim Wolfe and city council members on raising the user fee from $3 to $5.
The mayors proposal to raise the user fee was turned down with an eight to one vote.
With Huntington's proposed occupation tax in legal limbo mayor Kim Wolfe says an increase in the user fee, though not popular, would generate money to balance a nearly 3 million dollar deficit.
Most on city council disagree, saying the money needs to come from somewhere else.
