19-year-old man faces charges for urinating on police car
ALTOONA, Pa. (WJAC) - A 19-year-old man in Blair County is facing charges after police said he exposed himself and urinated on a police car early Sunday morning.
Richard Anthony Kelly, of Broomall, is charged with indecent exposure, underage drinking, public drunkenness and disorderly conduct.
According to Logan Township police, Kelly was highly intoxicated at 1:46 a.m. as he was being helped across a parking lot by two others at Nittany Pointe Apartments at 1400 Campus View Drive.
An officer said Kelly was having trouble walking and was unable to answer simple questions.
Police said Kelly also used obscene language, exposed himself, and urinated on a police car.
He was taken to UPMC Altoona because of his high level of intoxication, police said.
